At the Coast Guard Foundation's Tribute to the Coast Guard's 7th District on October 24, 2011, Vice Chairman Robert J. Flynn took to the stage to make a special announcement, in honor of Ross E. Roeder, the Foundation's board chairman since 2005, who is retiring that position at the end of 2011.
"On behalf of the Board of Trustees and the Staff of the Coast Guard Foundation, and your many friends, I am very pleased to present you with a recognition gift that will honor both your service as Chairman of the Foundation and serve an area of the country that is near and dear to you and your family," Flynn said.

To thank Ross for his many years of service as the Chairman of the Foundation Board, the Foundation established the first-ever named morale fund for enlisted Coast Guard members – the Ross E. Roeder Shipmate Endowment Fund.
"We know that you and your wife Mary Anne have a deep affection for Northern Michigan, where you spend your summers, and frequently host picnics for the personnel who are based at the nearby Cheboygan base," Flynn continued. "We wanted to start this fund that would bear your name to provide ongoing support each year for Shipmate Fund projects benefitting personnel who are stationed in Northern Michigan. We hope, too, that this will inspire morale funds in other parts of the country in the years ahead."
